European Parliament

The European Parliament (Europarl or EP) is the directly elected parliamentary institution of the European Union (EU). Together with the Council of the European Union (the Council), it forms the bicameral legislative branch of the Union's institutions and has been described as one of the most powerful legislatures in the world. The Parliament and Council form the highest legislative body within the Union. However their powers as such are limited to the competencies conferred upon the European Community by member states. Hence the institution has little control over policy areas held by the states and within the other two of the three pillars of the European Union. The Parliament is composed of 736 MEPs (Member of the European Parliament), who serve the second largest democratic electorate in the world (after India) and the largest trans-national democratic electorate in the world (375 million eligible voters in 2009). It has been directly elected every five years by universal suffrage since 1979. Although the European Parliament has legislative power that such bodies as those above do not possess, it does not have legislative initiative, as most national EU parliaments do. However, it does have de facto capacity for legislative initiative (see Powers and functions below). While it is the "first institution" of the European Union (mentioned first in the treaties, having ceremonial precedence over all authority at European level), the Council has greater powers over legislation than the Parliament where codecision procedure (equal rights of amendment and rejection) does not apply. It has, however, had control over the EU budget (minus agriculture) since the 1970s and has a veto over the appointment of the European Commission. The European Parliament has two meeting places, namely the Louise Weiss building in Strasbourg, France, which serves for twelve four-day plenary sessions per year and is the official seat, and the Espace Léopold (Dutch: Leopoldruimte) complex in Brussels, Belgium, the larger of the two, which serves for committee meetings, political groups and complementary plenary sessions. The cost of having all MEPs and their staff moving several times a year from one place to another is of concern to some. The Secretariat of the European Parliament, the Parliament's administrative body, is based in Luxembourg. The President of the European Parliament (its speaker) is currently Jerzy Buzek (EPP), elected in July 2009. He presides over a multi-party chamber, the two largest groups being the European People's Party (EPP) and the Progressive Alliance of Socialists and Democrats (S&D). The last Union-wide elections were the 2009 Parliamentary Elections.

Its statutory institutions are the Committee of Ministers comprising the foreign ministers of each member state, the Parliamentary Assembly composed of MPs from the Parliament of each member state, and the Secretary General heading the secretariat of the Council of Europe. The most famous conventional bodies of the Council of Europe are the European Court of Human Rights, which enforces the European Convention on Human Rights, and the European Pharmacopoeia Commission, which sets the quality standards for pharmaceutical products in Europe. The Council of Europe's work has resulted in standards, charters and conventions to facilitate cooperation between European countries and further integration. The seat of the Council of Europe is in Strasbourg, France with English and French as its two official languages. The Committee of Ministers, the Parliamentary Assembly and the Congress also use German, Italian and Russian for some of their work.

The Observatory of Strasbourg is an astronomical observatory in Strasbourg, France. Following the Franco-Prussian war of 1870–71, the city of Strasbourg became part of the German Empire. The University of Strasbourg was refounded in 1872 and a new observatory began construction in 1875. The main instrument was a 50 cm Repsold reflector, which saw first light in 1880. At the time this was the largest instrument in the German Empire. In 1881, the ninth General Assembly of the Astronomische Gesellschaft met in Strasbourg to mark the official inauguration. The observatory site was selected primarily for instruction purposes and political symbolism, rather than the observational qualities. It was a low-lying site that was prone to mists. During the period up until 1914, the staff was too small to work the instruments and so there was little academic research published prior to World War I. The main observations were of comets and variable stars. After 1909, the instruments were also used to observe binary stars and perform photometry of nebulae. The observatory is currently the home for the Centre de Données astronomiques de Strasbourg, a database for the collection and distribution of astronomical information. This includes SIMBAD, a reference database for astronomical objects, VizieR, an astronomical catalogue service and Aladin, an interactive sky atlas. The modern extension of the building houses the city's Planetarium (Planétarium de Strasbourg). The observatory is surrounded by the Jardin botanique de l'Université de Strasbourg.

The Place de la République is a square in Paris, located on the border between the 3rd, 10th and 11th arrondissements. It is named after the French Republic. The Métro station of République lies beneath the square. The location of the Place corresponds to the bastion of the gate of the Temple in the wall of Charles V (raised between 1356 and 1383). Decorated in 1811 with a fountain called the Château-d'Eau, designed by Pierre-Simon Girard, it took its current shape under the Second French Empire as part of Baron Hausmann's city renovation scheme. Most of the theatres of boulevard du Temple were demolished for this project. The "caserne" de Prince Eugène, a military barracks later named the caserne de la Château d'Eau, then the caserne Vérines, was erected by Degrove on this site, in 1854, to replace the former summer exhibition of Wauxhall and the famous diorama where Daguerre, one of the inventors of the photograph, had given his fifteen-minute demonstrations. Built with the foresight to house 3200 men, it has, since 1947, housed the French Republican Guard. Gabriel Davioud, Paris's official city architect, added to the square, building the Magasins réunis along its whole north side in 1866. He also built a second fountain, one decorated with bronze lions. (Girard's fountain was judged insufficient for the site, but it was salvaged and re-erected in 1867 in the market of La Villette). In 1879, a competition, to design a great monument devoted to the newly-proclaimed Third Republic, was won by the Morice brothers, Léopold Morice for the statuary and the plaques of historic scenes, and Charles Morice, his architect brother, for the base. Two inauguration ceremonies took place, the first on 14 July 1880 with a gypsum model, and the second on 14 July 1883 with the final version in bronze[

Strasbourg Cathedral or the Cathedral of Our Lady of Strasbourg (French: Cathédrale Notre-Dame-de-Strasbourg, German: Liebfrauenmünster zu Straßburg) is a Roman Catholic cathedral in Strasbourg, France. Although considerable parts of it are still in Romanesque architecture, it is widely considered to be among the finest examples of high, or late, Gothic architecture. Erwin von Steinbach is credited for major contributions from 1277 to his death in 1318. At 142 metres, it was the world's tallest building from 1647 to 1874, when it was surpassed by St. Nikolai's Church, Hamburg. Today it is the sixth-tallest church in the world. Described by Victor Hugo as a "gigantic and delicate marvel", the cathedral is visible far across the plains of Alsace and can be seen from as far off as the Vosges Mountains or the Black Forest on the other side of the Rhine. Sandstone from the Vosges used in construction gives the cathedral its characteristic pink hue. An Al-Qaeda plot to bomb the adjacent Christmas market was prevented in 2000 by French and German police.
