In 2007, the Shanghai government sought to create an integrated commercial, residential and economic district extending over 86 square kilometer around the hub, with a 'major function area'' of 27 square kilometer incorporating a core centre of 4.7 square kilometer, focused on service industries in an environmentally sustainable development.
