Boardman has a rich history began when it was homesteaded in 1903 by Samuel H. Boardman, an influential figure in the development of Oregon's state parks. With his wife, they spent over a decade bringing irrigation to their land, during which she taught at the local school and he occasionally worked on railroad projects. The town was officially established in 1916, the same year Boardman began his work with the Oregon State Highway Department. The post office opened that year, and the town was incorporated in 1921. Boardman faced a significant change in the 1960s when it was relocated due to the construction of the John Day Dam. Additionally, the area has a military presence, with an Air Force range established in 1941, now operated by the US Navy and used for training by the Oregon National Guard.
