Hotel Bijou is an excellent option for travelers on a budget. The rooms are small and basic, but are clean and have a distinct charm to them. The hotel is 'film' themed, and a small movie theater off of the main lobby plays nightly movies for up to 20 or so guests. The staff is very kind, and continental breakfast is provided in the breakfast room for a small fee. I was unable to get onto the internet while there, which other reviews have suggested is a regular issue. One other issue with this hotel is that it is in a very edgy neighborhood - while not unsafe or dangerous, precaution should still be taken by guests coming in and out at night. Guests might also consider cabbing to their desired destinations rather than walking, which is not a big deal since most major tourists attractions (such as Union Square) are quite close.
