It was opened in 1906 as the Million Dollar Pier, being renamed as The Shops on Ocean One in 1983 and again in 2006 as The Pier Shops at Caesars. Garden Pier stood apart from the other piers in Atlantic City. Opened in 1913, its "uptown" location placed it away from the frenzied activity of the "downtown" Boardwalk. The Spanish Renaissance architecture of the buildings and the beautifully landscaped gardens gave the pier a formal appearance which attracted an upscale crowd. The centerpiece of Garden Pier was the stately B.F. Keith's Theater which for many years rivaled any of those on Broadway. Here, Tobacco Road and George White's Scandals premiered. One of the city's largest ballrooms was on the pier. In it a young Rudolph Valentino worked as a dance instructor and large conventions met before the Atlantic City Auditorium was built. Although for many seasons Garden pier's giant Underwood typewriter attracted large numbers, ultimately the uptown location made it less commercially successful. After languishing for a decade, the pier was purchased by the City of Atlantic City. A new era for Garden Pier began when in 1953 it became the home of the Atlantic City Art Center. Florence Valore Miller, a charter member, became the center's permanent executive director in 1962. For years songstress Lucille "Aunt Lucy" Russo gave local youngsters their first taste of stardom in Garden Pier's Civic Center with her Boardwalk Star Revue. In 1985 the art center invited the newly incorporated Atlantic City Historical Museum to share space on the pier. Through the dedication of Mrs. Miller and Councilman Walter Collette, and with public funds provided by the City of Atlantic City, Garden Pier today has been restored to its earlier splendor for even greater public use and enjoyment.

Gardner's Basin's offerings include: Atlantic City Aquarium The $4 million Atlantic City Aquarium is the crowning achievement of Historic Gardner's Basin. The three-story aquarium and interactive marine life education center has a mission to foster awareness and appreciation of the ocean and its wonders, and to reveal how they affect our lives. The Aquarium features 11 tanks exhibiting more than 100 varieties of fish. The main tank spotlights fish of the mid-Atlantic Ocean. Look for flounder, striped bass, and "Groman," the resident loggerhead turtle. Also look for "Nemo" in the tropical tank. You can also see moray eels, venomous fish and live jellyfish. Touch tanks allows visitors to "pet" starfish, crabs, sharks and other sea life. A 16-station computer center uses interactive games and computer-enhanced information stations let you take a self-tour. The Aquarium's third-floor observatory provides a glimpse of the area where the ocean meets the bay. The idea of an animal-shaped building was innovative, and in 1882 the U.S. Patent Office granted Lafferty a patent giving him the exclusive right to make, use or sell animal-shaped buildings for seventeen years. Lucy is the oldest example of zoomorphic architecture. Lafferty, in fact, constructed several elephant-shaped buildings. The first was built at South Atlantic City, which later changed its name to Margate. This structure, whose original name was "Elephant Bazaar", was dubbed "Lucy the Elephant" in 1900. She stands 65 feet (19.7 m) high, 60 feet (18.3 m) long, and 18 feet (5.5 m) wide, weighs about 90 tons, and is made of nearly one million pieces of wood. She was sold to new owners in 1887. The second to be built, the Elephantine Colossus, also known as the Elephant Hotel was built at Coney Island amusement park in Brooklyn, New York. It was 12 stories (122 feet, 37.2 m) tall, with legs 60 feet in circumference. It held a cigar store in one leg and a dioramic display in another, hotel rooms within the elephant proper, and an observation area at the top with panoramic sea views. The Elephantine Colossus was destroyed by fire in 1896. The third, officially the Light of Asia, but dubbed Old Dumbo by locals, was built at Cape May in 1884. It was later torn down: only Lucy survived into the next century.
