Windor's roots stretch back to the late 19th century, when a settler built a home that sat halfway between Fort Collins and Greeley, Colorado. It was called the half-way house, directing travelers along a specific route that brought newcomers to Windsor in large numbers. The plains of Windsor were ideal for growing and producing wheat, and this resulted in the construction of a flour mill. Although it burned down at the turn of the century, the structure was rebuilt and is now the Windsor Milling and Elevator Company.
Other factors that aided in the development of the area were the railroad and irrigation. Sugar beets and wheat were some of the most lucrative crops produced in Windsor. Other production facilities opened in the area, spurred by the success of the sugar beet and flour mills.
